Uganda — EFRIS

The Uganda Revenue Authority has required since 2021 every VAT-registered taxpayer — and progressively every taxpayer — to issue invoices and receipts through EFRIS (Electronic Fiscal Receipting and Invoicing Solution). Every document carries the URA's verification code (FDN) and QR.

Enrolling

  1. On the EFRIS portal, register a system-to-system device for the company: you get a deviceNo and a certificate whose private key signs the exchanges.
  2. Finance → Compliance → Uganda — EFRIS → Enable:

Hela initialises with interface T101 (keys), then encrypts and signs every message as EFRIS requires (AES for the content, RSA for the key and the signature).

What leaves

Every sale on issue (interface T109, Upload invoice), with lines, rates (18%, 0%, exempt, and excise duty if the item carries it), the customer (TIN or NIN). Items are registered in EFRIS before their first sale (T130). Refunds go as credit notes (T110), which the URA must approve before they are valid.

Answer

The FDN (fiscal document number), the verification code, the EFRIS date and the QR, printed on the document. A refusal shows returnCode and returnMessage.

Offline

EFRIS provides a limited offline mode for devices registered as such; Hela queues sales and transmits them on reconnection. For sites without reliable network, ask the URA to enable the device's offline mode.
