Tanzania — VFD

The Tanzania Revenue Authority requires VAT-registered taxpayers to issue their receipts through a fiscal device — long a physical machine (EFD), today a Virtual Fiscal Device (VFD): software registered with the TRA, which signs every receipt with a certificate and transmits it.

Enrolling

  1. Ask the TRA to register a VFD for the company. You receive a certificate (.pfx or PEM file), its password, a serial number, and after device registration (/api/vfdRegReq) a REGID, a token and a routing key.
  2. Finance → Compliance → Tanzania — VFD → Enable:

What leaves

Every sale, on issue, as XML signed RSA-SHA1 with the certificate (what the TRA requires), with lines, rates (A 18%, B 0%, C exempt, D special, E non-VAT), the customer (TIN or other id). Hela manages the GC (global) and DC (daily) counters and the end-of-day Z-report, sent at till closing.

Answer

RCTNUM, RCTVNUM (the verification code), the TRA date and time, and the QR (https://verify.tra.go.tz/<RCTVNUM>_<time>), printed on the receipt. A refusal (ACKCODE other than 0) shows the TRA's message.

Offline

Receipts made without network leave on reconnection, in order, with their time and counters; the TRA accepts them within the day. The Z-report waits until all the day's receipts have left.
