Rwanda — EBM
The Rwanda Revenue Authority requires every VAT-registered taxpayer to issue invoices and receipts through an Electronic Billing Machine. The current version, EBM 2.1, is software (VSDC) the RRA provides and that runs on your machine; it signs every sale and produces the QR code.

Enrolling
- Ask the RRA to activate EBM 2.1 for the company and install the VSDC (or use an accredited integrator's).
- Finance → Compliance → Rwanda — EBM → Enable:

The EBM 2.1 API is of the same family as eTIMS'; the details of Kenya — eTIMS apply (per-branch sequence, item declaration, credit notes).
What leaves
Every sale and every refund, on issue. Rwandan rates: A exempt, B 18%, C 0%, D non-VAT. The customer is identified by TIN if they have one.
Answer
Receipt number, SDC signature, SDC date and time, and the QR, printed on the receipt: the RRA requires the receipt to carry them. A refusal shows the VSDC's message.
